Nowela Konso Olengo
Nowela Konso Olengo serves Malkia in a dual capacity: as a member of the Board of Trustees, anchoring Malkia's legal compliance, governance integrity, and fiduciary oversight; and as Legal and Regulatory Research Associate, supporting both the Policy Arm and Field Lab with the legal analytical rigour their work requires.
Her academic grounding in social development policy from Makerere University, combined with her professional expertise in legal services administration, business regulatory environments, and organisational governance, positions her uniquely at the intersection of governance and research, precisely where Malkia's hybrid model operates.
Nowela's contribution to Malkia spans both arms of the hybrid model, bringing legal and regulatory precision to the evidence pipeline and to the governance function simultaneously.
She contributes to the documentation of legal and regulatory barriers facing women in enterprise registration, property transactions, and civic processes, converting on-the-ground realities into legally grounded evidence.
She supports the legal analysis underlying Malkia's reform proposals for Uganda's property rights and enterprise regulatory environment, ensuring that policy arguments are anchored in an accurate reading of the legal architecture they seek to change.
This dual function, as both a practitioner with direct knowledge of regulatory systems and an analyst capable of translating that knowledge into policy-grade research, reflects the hybrid model's core logic: that the most credible evidence comes from those who understand the systems they are studying, not merely those who observe them from a distance.
In her Board of Trustees role, Nowela ensures that Malkia's institutional conduct meets the legal and fiduciary standards that governance credibility requires, protecting the integrity of both arms from the compliance risks that can delegitimise an institution's research outputs and policy engagements.
